achieved positive results， and the modernization of the nuclear energy industry’s
governance system and management capabilities has been further improved. The

nuclear policy and regulation system has been continuously improved， and a number
of nuclear-related laws and regulations are being formulated quickly. International
cooperation in nuclear energy continues to deepen， and has made new progress in
many fields such as nuclear power project construction， industrial chain， nuclear

technology innovation， and global nuclear governance.
The report analyzes the development situation of nuclear energy in China and

believes that carbon neutrality and green and low-carbon transition development have
become urgent needs of all countries in the world. The position and role of nuclear
energy in building a clean， low-carbon， safe and effi cient energy system has become

more clear. The competition of nuclear energy technology innovation among the
world’s main nuclear power countries is speeding up in an all-round way. And nuclear
energy is becoming an important carrier and starting point for constructing a new

development pattern of “dual cycles”. On this basis， the report also looks forward
to the development trend of nuclear energy in China for the 14th Five-Year Plan
period and the long-term， pointing out that China’s nuclear power will transform

to a new stage of active and orderly development under the premise of ensuring
safety， and scientific and technological innovation will further enhance the nuclear

energy industry’s self-reliance. The supply chain of China’s nuclear energy industry
chain will develop in a more balanced and comprehensive manner. The application of
nuclear technology will exert greater potential in anti-epidemic and national economic
and social development， and the social environment for promoting nuclear energy

development will become better and better.
