On 22 September, the China Nuclear Energy Association (CNEA) successfully held the First Meeting of the Fourth Council and the First Meeting of the Executive Council. In the elections held during the meetings, 47 members were elected to the Fourth Executive Council and 20 people were appointed to the Fourth Council of the CNEA by secret ballot.

Yang Changli, Chairman of China General Nuclear Power Corporation (CGN), was elected as the first rotating Chairman of the Fourth CNEA Council. Cao Shudong was elected Vice Chairman and spokesman of the Council, and Guo Limin was elected Secretary-General and legal representative of the Association.
